During a MediaWiki migration issue, the concept of actors has been introduced to be either a logged-in contributor, either a anonymous IP. For some revisions, the actor wasn't created. At the same time, a spam attack cleaning script eagerly cleaned the actors table. This account has been created to attach contributions missing an actor.
As far as we know, all those revisions belong to anonymous contributions under IP addresses.
